You can adjust Avatar UI using this tool in Inventory -> Essential Tools -> Community Avatar Tools.
The tool looks like this.
There are two buttons, "Enable Avatar UI Edit Mode" and "Disable Avatar UI Edit Mode".
When you press left button, UI adjust tool appers on you had.
You can find same function on "Avatar Creator" when you check "Show Tool Anchors".
