A small patch finalizing some things 0.7.18.22680

Tweaks:

- Added hover vibration for TouchValueOption

- World Edit form now spawns immediately with "Loading..." message, rather than waiting for the server to respond to prevent confusion and accidental spawning of too many of those dialogs

- Added Close button and title to the world edit form

- Made World Browser listing non-persistent, so it doesn't save when saved in world, since it'll be regenerated on load anyway

Bugfixes:

- Fixed incorrect update scope when running OnTouch events, which broke certain behaviors (e.g. triggering TouchValueOption HoverIndicator)

- Fixed reversed triangle winding for conical frustums (cones, cylinders)

- Fixed ineffective root grounding on IK avatars
